The Workforce Solutions, System Analyst Lead will formulate and define system scope and objectives based on both user needs and a thorough understanding of applicable business systems and industry requirements. Devise or modify procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of desired results. Include analysis of business and user needs, documentation of requirements, and translation into proper systems requirements specifications. Lead, guide and advise less experienced Business Systems Analysts. Competent to work at the highest functional level of most phases of systems analysis while considering the business implications of the application of technology to current and future business environment. Qualifications Education Level Required/Preferred Description 4 Year / Bachelors Degree Required Experience Years of Experience Required/Preferred Description Minimum of five years experience in advanced application management and/or development. Healthcare (insurance, managed care, hospital or pharmacy) experience preferred. Additional Skills/Requirements (required) Ability to lead teams and direct an organized work effort. Ability to understand, report and direct team and other IT department personnel to respond to critical production issues in a timely and complete manner, keeping both IT and business owner management informed at all phases of issue resolution. Thorough understanding of IT fundamentals, project methodology, and methods used for systems analysis and design. Thorough understanding of the function for which the software is designed. Ability to work under deadlines and heavy workloads. Possess knowledge and skills necessary to recognize and respond to needs of customers appropriate to status, job class and education level. Additional Skills/Requirements (preferred) Essential Functions Leadership: Demonstrate ability to lead effectively in interdisciplinary teams throughout the organization. Demonstrate leadership skills in problem solving, analytics, and client relationship management. Has the business and technical knowledge/skills necessary to recognize and respond to current and future needs of customers. Guide interdisciplinary project teams through the processes of mapping, validating, and reporting for client-specific data. Act as liaison with Infrastructure on the transformation of data into the data warehouse and marts. Responsible for leading an implementation effort according to the project plan and ensuring that the information systems, as installed, meet the functional requirements. Responsible for feasibility studies, consideration of budget constraints, priority decisions, resolution of development issues, system impact analysis and developing technical knowledge of system parameters, tables, profiles, and data. Also has duties instructing, directing and checking the work of other systems analysis and programming personnel. Superior data manipulation skills (quantitative and analytical) and ability to interpret and present healthcare data. Analysis: Analyze work requests and prepares functional specifications. Monitor and perform change control procedures to ensure integrity of systems, software, and databases. Manages the dissemination of healthcare information to the client. Performs process verification to ensure accuracy and appropriateness of published information. Coordinate needs assessment, information gathering, and design of new information systems enterprise wide. Reviews, triages, and possibly assigns, as well as analyzes work requests, establishes priority and prepares functional specifications. Ensures accurate work request documentation is complete and compliant with Novant Information Technology Standards. Reviews/assists in development of security, sign-on, master screens, documents, and/or reports to ensure corporate obligations for patient confidentiality. Translates business process needs and objectives into application based solutions. Identifies, recommends and develops implementation plans for enhanced utilization of business applications. Education: Advanced knowledge of computerized query and reporting tools, statistical analysis tools, and relational databases required. Knowledge of system interfaces such as API (Application Programming Interface) and multi-application workflows. Achieves and maintains required certifications. Participate with leaders in developing and/or providing education related to the systems. Quality improvement: Maintain and support current systems. Maintain and demonstrate professional competency. Comply with organization and department policies and procedures.
